The Governor unveiled his 2018-19 state budget proposal before a joint session of the Pennsylvania House and Senate in Harrisburg on Tuesday. The Governor’s plan calls for $33 Billion in state spending, approximately $1 Billion more than the Commonwealth spent last year.

Legislation which would amend the Pennsylvania Constitution to reduce the number of seats in the House of Representatives from 203 to 151 has been approved by the House State Government Committee in Harrisburg. The amendment process requires the measure to be passed during two consecutive legislative sessions and then placed on the ballot for voter approval in a statewide referendum. Sponsor of House Bill 153, Rep. Jerry Knowles (R-Schuylkill & Berks), said passage of the legislation shows lawmakers are committed to shrinking the size of state government, and moves the process along so Pennsylvania voters could have the final say in the November election.

A package of legislation designed to protect the rights and freedoms of employees in Pennsylvania was introduced in Harrisburg on Wednesday. The Pennsylvania Open Workforce Initiative package of bills would give employees the right to opt in or out of union membership and would prevent compulsory or “fair-share” union dues by employees who may not support the political activities of their industry’s union.

A package of bills designed to reduce illegal immigration curtail the government incentives that draw noncitizen aliens to Pennsylvania was unveiled on Monday in Harrisburg. The National Security Begins at Home package of bills would mandate employer compliance with the national E-Verify program, introduce penalties for those who knowingly employ illegal aliens, and require state and local law enforcement compliance with U.S. Immigrations and Customs Enforcement.

Lawmakers in Harrisburg are already working on bills they intend to introduce in the New Year, including legislation aimed at ensuring that Pennsylvania colleges comply with existing federal immigration laws. A number of major institutions of higher learning in the state have already announced the adoption of campus-wide sanctuary policies for illegal immigrants, but Rep. Jerry Knowles (R-Schuylkill & Berks), is gathering support in the PA House for his legislation that would require schools to choose between state government support and the controversial campus sanctuary policies.
